The checkout page cannot be translated with the visual editor. This is because the checkout cannot be started from within it, you will instead be redirected back to the cart page.
The other translation tools, such as the Manual and AI Translation tools, can be used to translate the checkout page. You will find this text in "Online Store theme" text type.
